Job description

Your tasks

The Team Leader will have overall responsibility for the management of the project activities and coordination of the work of other experts (including non-key experts) and for proper reporting to the Contracting Authority and Project Steering Committee.

The Team Leader will lead the daily operations of the project and will also provide substantial technical input for the planning and co-ordination of the activities. The Team Leader will manage the team of experts, supervise and co-ordinate all aspects of the project's work, ensure good and regular communication with the Contracting Authority and the national stakeholders.

Qualifications and skills


Minimum requirements

  • Master’s or equivalent university degree in law, public administration, political sciences or other field relevant to the assignment or, in its absence seven (7) years of professional experience on top of the years of experience required under general professional experience
  • Proficiency in oral and written English (level 1 on a scale of 1 to 5 of language competence, where 1 is proficient and 5 is basic)

 

General professional experience


Minimum requirements

  • At least three (3) assignment of at least two (2) years each in projects related to policy planning and co-ordination at central government or EU level
  • Experience in managing large teams of experts (at least 15 at once), co-ordinating highly complex activities and liaising with EU institutions or other donors, demonstrated by at least two projects where the key expert was the Team Leader

 

Specific professional experience


Minimum requirements

  • At least 1540 working days of proven professional experience, within the last fifteen (15) years, in EU funded projects related to EU specific matters (e.g. accession negotiations, acquis alignment and/or implementation, EU legal framework preparation/implementation, reforms in public administration etc)
  • At least 1100 working days of proven professional experience, within the last fifteen (15) years, as a Team Leader of EU funded projects, out of which at least two (2) with a value above three (3) million Euro
  • At least two (2) of the assignments above, of at least two (2) years each, in an IPA or ENPI/ENI/NDICI country 

Location information

The project will be implemented mainly in Chisinau (Republic of Moldova).
