Civil Peace Service (CPS) Advisor (m/f/d) for Planning, Monitoring & Evaluation (PME)

The Civil Peace Service (CPS) is a program for violence prevention, civil conflict transformation, and peacebuilding. In cooperation with civil society and government partners, the CPS program strengthens for example trust between conflict parties, supports the processing of violent pasts, and promotes inclusive civil society participation. Through dialogue and violence prevention measures, it also contributes to reducing prejudice and stereotypes. The PME Advisor ensures methodological quality and strategic coherence across all CPS levels, promoting a context-sensitive, aligned, and impact-oriented multi-level approach.

• Joint Country Strategy (TLS): Advise Program Coordination on preparing, reviewing, and monitoring the TLS, ensuring alignment with CPS objectives
• Program Planning & Monitoring: Support strategic and operational planning, implement impact-oriented monitoring, and integrate cross-cutting issues such as conflict sensitivity, human rights, diversity/intersectionality
• Program Proposals & Portfolios: Contribute to new program proposals and portfolio drafts, ensuring compliance with EG and Federal Ministry for Economic Cooperation and Development (BMZ) standards
• Project-Level Support: Facilitate participatory planning, monitoring, and evaluation with partners; apply suitable tools, define roles, and support reporting
• Learning & Adaptation: Develop recommendations based on monitoring results to foster learning and adaptive management
• Knowledge Management: Systematize PME findings, document good practices, and channel lessons learned into internal and external learning processes
• Networking & Exchange: Contribute to knowledge sharing within CPS partners, GIZ CPS structures, the consortium, and GIZ platforms

• University degree in Social, Political, or Cultural Sciences, or a comparable professional qualification, preferably with a focus on Peace and Conflict Studies
• Several years of professional experience in Planning, Monitoring and Evaluation
• Several years of professional experience in civil conflict resolution and peacebuilding in crisis or conflict contexts, preferably as a CPS PME Advisor
• Proven experience in project/program management and coordination; Expertise in conflict-sensitive approaches and participatory methods and in training, facilitation, and adult learning
• Excellent communication, advisory, and interpersonal skills; strong self-organization, strategic thinking, and intercultural competence
• Driving license and willingness to undertake frequent business trips in the region; Work experience in Africa is desirable
• EU citizen
• Fluent in German and/or English

Soroti offers basic to good medical care for routine health needs, with a regional referral hospital, private hospitals, clinics, pharmacies and diagnostic services available locally. However, specialised treatment and complex emergencies may require referral to Kampala. Soroti can not be recommended for families with children in school age, because there are no adequate international schools or nurseries. Soroti does not offer schooling according to international standards and hence is not recommended for families with children in school age. There are several kindergartens and early childhood education options in Soroti. The range of childcare facilities is more limited than in Kampala. Families with young children may therefore need to consider childcare arrangements carefully or use the opportunity of employing a private caretaker. Soroti offers limited shopping opportunities, but basic goods and daily necessities are available locally. Fresh fruit and vegetables can be purchased at the central market, while furniture can be made locally. Several banks and ATMs are available for cash withdrawals. Leisure opportunities are relatively limited and mainly include local restaurants, privately organised events and swimming pools at international hotels. Soroti also provides a good base for exploring the wider region and undertaking nature activities and weekend trips, including hiking and visits to areas such as Mount Elgon National Park. Soroti has a warm tropical climate throughout the year, with temperatures generally around 28–32°C during the day. The rainy season mainly runs from March to November, while December to February is generally drier. The hottest period is usually January and February. Soroti is located in the Teso sub-region and is connected by road to Kampala, Mbale and Lira. The journey to Kampala takes approximately 5–6 hours by car, depending on road and traffic conditions. Soroti also has an airfield, although scheduled commercial flights are limited.

The security situation requires heightened vigilance. Tailored security risk mitigation measures are in place for GIZ staff in country. GIZ staff must adhere to security measures at all times. Please also check the county-specific information provided by the German Federal Foreign Office. GIZ runs a professional security risk management system in the field of deployment. In some cases, there may be restrictions on freedom of movement that are specific to the environment in which the work is carried out. GIZ does not impose any restrictions on life partners and family members to move with you to the country of deployment.
