Spécialiste sénior en Passation des Marchés Publics (h/f/d) - Gestion Inclusive et Durable des Forêts du Maroc

Dans le cadre de ce projet, le Consultant travaillera en étroite collaboration avec l’UGP de l’ANEF pour:

• Renforcer la capacité de mise en oeuvre de l’UGP et soutenir l'exécution du Projet lors des phases suivantes : (i) préparation des demandes d’allocation des sous-projets et des décaissements du prêt auprès de la BEI, et (ii) réalisation des travaux. L’AT veillera à garantir la conformité avec les règles et procédures de la BEI, notamment son guide de passation de marchés, ses lignes directrices sur la lutte contre la corruption, la fraude, le blanchiment de capitaux et le financement du terrorisme, ainsi que ses exigences en matière de rapports de projet et ses normes environnementales et sociales, en particulier en ce qui concerne la santé au travail, la santé publique, la sûreté et la sécurité, le travail, la réinstallation involontaire et l’engagement des parties prenantes.
• Soutenir l’ANEF dans son rôle de gestionnaire des ressources naturelles du Maroc en: (i) renforçant ses capacités internes par des formations ciblées ; (ii) élaborant un système de contrôle et d’évaluation des activités de l’ANEF ; et (iii) proposant un plan de diversification des revenus.
• Préparer les réunions du comité de pilotage (constitué par l’ANEF) et en rendre compte de manière systématique. 

Qualifications et compétences

• Diplôme universitaire de niveau licence/Bachelor’s (ou équivalent) en droit, passation de marchés, ingénierie, économie ou domaine connexe ; une maîtrise ou une formation spécialisée en génie rural, forestier ou environnemental serait un avantage.
• Maîtrise du français et de l'arabe écrit et parlé essentielle ; la connaissance du berbère ou de l’arabe marocain serait un atout.

 

Expérience professionnelle générale

• Dix (10) ans d’expérience dans la gestion des marchés publics et le suivi de projets.

 

Expérience professionnelle spécifique

• Cinq (5) ans d’expérience dans la gestion des marchés publics pour des projets financés par des IFI (par exemple Banque Mondiale, BERD, BAD, KfW, AFD) et/ou de projets devant se conformer avec les directives de l’UE ou de la BEI.
• Trois (3) ans d’expérience récente dans la rédaction de plans de passation de marchés, l’élaboration de stratégies de passation de marchés, la rédaction de termes de référence et la sélection de consultants pour des projets financés par des IFI.
• Une (1) expérience avec la gestion des marchés selon les procédures des IFI et la FIDIC ; une (1) expérience implémentée selon les procédures de la BEI serait un avantage.
• Trois (3) ans d’expérience dans le secteur environnemental, idéalement dans des projets de conservation et/ou de gestion durable des forêts.
• Deux (2) ans d’expérience dans la passation de marchés publics pour des projets dans le secteur environnemental, de préférence dans la région MENA.
