Our Offer
Dans le cadre de ce projet, le Consultant travaillera en étroite collaboration avec l’UGP de l’ANEF pour:
- Renforcer la capacité de mise en oeuvre de l’UGP et soutenir l'exécution du Projet lors des phases suivantes : (i) préparation des demandes d’allocation des sous-projets et des décaissements du prêt auprès de la BEI, et (ii) réalisation des travaux. L’AT veillera à garantir la conformité avec les règles et procédures de la BEI, notamment son guide de passation de marchés, ses lignes directrices sur la lutte contre la corruption, la fraude, le blanchiment de capitaux et le financement du terrorisme, ainsi que ses exigences en matière de rapports de projet et ses normes environnementales et sociales, en particulier en ce qui concerne la santé au travail, la santé publique, la sûreté et la sécurité, le travail, la réinstallation involontaire et l’engagement des parties prenantes.
- Soutenir l’ANEF dans son rôle de gestionnaire des ressources naturelles du Maroc en: (i) renforçant ses capacités internes par des formations ciblées ; (ii) élaborant un système de contrôle et d’évaluation des activités de l’ANEF ; et (iii) proposant un plan de diversification des revenus.
- Préparer les réunions du comité de pilotage (constitué par l’ANEF) et en rendre compte de manière systématique.
Your Profile
Qualifications et compétences
- Diplôme universitaire de niveau Master ou équivalent dans un domaine pertinent (génie civil, génie rural ou forestier, environnement) ; une formation de troisième cycle (Doctorat ou équivalent) serait un atout.
- Maîtrise du français écrit et parlé essentielle ; la connaissance de l’arabe (marocain) serait un atout.
Expérience professionnelle générale
- Minimum dix (10) ans d’expérience dans le secteur forêt-environnement, avec une expertise confirmée dans des projets similaires.
Expérience professionnelle spécifique
- Une (1) expérience d’au moins trois (3) ans en tant que chef d’équipe ou à un poste de direction dans des projets/programmes de gestion (public ou privé).
- Une (1) expérience dans un rôle de gestion ou d’encadrement dans des projets similaires financés par des Institutions Financières Internationales (IFI) ou des donateurs au cours des dix (10) dernières années.
- Au moins cinq (5) ans d’expérience internationale, de préférence dans la région MENA.
- Une (1) expertise de minimum cinq (5) ans dans la gestion de projets conservation et d’aménagement forestier/biodiversité.
- Une (1) expérience en renforcement des capacités institutionnelles, de préférence dans le domaine des ressources naturelles
