The overall objective is to promote sustainable, smart, resilient and safe mobility to strengthen land, air and water transport regulatory frameworks in the ECOWAS region. 

Your Profile

Qualifications and skills

  • A university degree in transport planning, civil engineering, economics, or public policy, or related relevant field.
  • A post-graduate degree (Master’s level or equivalent) in transport planning, civil engineering, economics, or public policy, or a related relevant field.
  • Fluency in English, with at least good working knowledge of French (spoken and written).
  • Excellent leadership, team management, and coordination skills.
  • Excellent communication, negotiation, and stakeholder management skills.
  • Strong artificial intelligence, drafting and reporting skills.

 

General professional experience

  • At least 15 years of relevant professional experience in the transport sector in the following areas: road governance and regional integration and infrastructure and public policy.
  • At least 5 years of experience in managing multi-donor, multi-components and multi-country technical assistance projects, preferably in Sub-Saharan Africa.

 

Specific professional experience

  • At least 5 years experience in the design, coordination, or implementation of at least two regional transport governance, corridor management, or trade and transport facilitation programmes in Africa or comparable regions.
  • Demonstrated experience in transport policy/strategy, institutional strengthening, and coordination among regional organisations and national authorities.
  • Familiarity with EU external action procedures and project management (PRAG, NDICI) will be considered a strong asset.

 

Location information

TL will be based in Abuja, Nigeria, with regular field missions in ECOWAS and West Africa Member States, as required by the work plan and agreed with the Contracting Authority. 

 

Start date & period of implementation 

The intended start date is 15 January 2027 and the period of implementation of the contract will be 48 months from this date (for a minimum of 880 days).
