GIZ International Services is preparing for the EU-funded tender: Global Gateway Technical Assistance Facility for Investment in Pakistan in forecast stage

The objective of the project is to support the Government of Pakistan, development financial institutions (DFIs) and key private sector stakeholders to better facilitate, identify and prepare green and sustainable Global Gateway investments.

The following activities are envisaged:

  • Assess Global Gateway priority sectors and develop strategic investment roadmaps with milestones, funding needs, and financing sources for policy makers and coordinating bodies
  • Provide targeted technical assistance and capacity building to public institutions on investment planning, structuring, financing mechanisms with a focus on enabling environment and regulatory alignment with Global Gateway 
  • Support the identification and initial maturation of a pipeline of potential Global Gateway-aligned investment projects by providing targeted technical services to both DFIs and government counterparts
  • Establish an EU-GoP-DFIs Business Investment Dialogue to improve investment coordination and policy coherence, using where possible the recently established EU-Pakistan Business Network as its nucleus
  • Review and support reforms in regulatory frameworks, standards, and policies in priority sectors to align with EU and regional norms and enhance the investment climate for EU and MS DFIs
  • Strengthen institutional coordination across federal and provincial levels, and enhance investment promotion and aftercare services

Your tasks

  • Engage high-level stakeholders to define the Facility’s mode of work and to effectively and efficiently deliver across the activities in a strategic, demand-led and responsive manner
  • Manage and guide a team of long- and short-term experts with clear roles and responsibilities to deliver across the activities according to the agreed mode of work
  • In alignment with the EU Delegation to Pakistan, provide strategic direction to the project team
  • Lead high-level engagement with the EU, Government of Pakistan, DFIs and the private sector, including speaking and moderating roles at high-level events and dialogue formats
  • Ensure coordination and coherence between across project components and activities
  • Oversee quality of deliverables produced or supported by the project team, including financial analyses, feasibility studies, reports, studies, press releases, communications and other deliverables
  • Oversee monitoring and reporting of project results
  • Manage project processes and budget in compliance with EU regulation
  • Other responsibilities to be defined during proposal development

Your Profile

Qualification and skills

  • Master’s degree in economics, finance, international development, public policy, law, or engineering (energy, civil, transport, environmental, or related fields) 
  • Excellent command of English (oral and written, minimum C1 level). Knowledge of Urdu or regional languages (Punjabi, Sindhi, Pashto, Balochi) will be considered an asset
  • Proven ability to lead multidisciplinary teams in complex, multi-stakeholder and multi-level governance environments, including federal and provincial structures
  • Excellent drafting, synthesis, communication and presentation skills, with demonstrated ability to prepare policy documents, investment roadmaps, and technical reports for diverse stakeholders
  • Proven ability to communicate and engage effectively and diplomatically with a wide range of stakeholders, including public authorities, development finance institutions, private sector actors, international organisations, and civil society
  • Strong understanding of investment facilitation, PPP, infrastructure development cycles, and public investment governance systems in developing country contexts

 

General Professional experience

  • More than 15 years of professional experience in economic governance, investment facilitation, infrastructure development, finance, or public sector reform

 

Specific professional experience

  • More than 5 years of experience in the management and coordination, as Team Leader, of large-scale international cooperation projects, preferably in investment facilitation, infrastructure development, or public sector reform
  • More than 8 years of experience improving the enabling environment for investment through technical assistance, capacity development, institution strengthening, public sector reform
  • More than 10 years of experience in private sector engagement, including cooperation with public authorities, development finance institutions, and private investors, with demonstrated exposure to both European and non-European (preferably Pakistani) stakeholders
  • Proven track record in investment project preparation and structuring (infrastructure and/or private sector investments) leading to deal closure 
  • Proven track record in the facilitation of structured policy dialogue or coordination mechanisms between public institutions, development partners, and private sector stakeholders
