Our Offer

The Sustainable Development Financing sector project (SV NEF) advises the German Federal Ministry for Economic Cooperation and Development (BMZ). One component of the SV NEF is the Procurement Reform Facility (PRF) of the European Procurement Partnership (EuPP) that will be implemented in cooperation with Expertise France. The EuPP is funded by the European Commission, France, the Netherlands and Switzerland and aims to promote public procurement reforms in selected partner countries and to implement advisory activities in this area. The PRF provides funding for the evaluation of public procurement according to the Methodology of Assessing Procurement Systems (MAPS) and to support reforms of the public procurement systems of selected partner countries.

Your tasks

Assisting the Procurement Reform Facility (PRF) management team in

  • planning, managing, implementing, coordinating and monitoring activities and measures; this includes close cooperation with Expertise France (implementation partner) and the Agence Française de Développement (secretariat of the EuPP)
  • Technical advice to partners on the ground at national and subnational level on reforms in the field of public procurement and administration, including the application of the Methodology for Assessing Procurement Systems (MAPS) tool and its supplementary modules
  • International missions for preparatory advice and implementation of MAPS Assessments Preparation of state of affairs, presentations and technical contributions;
  • Knowledge management Planning, controlling,
  • implementing and monitoring of financing contracts as well as assignments of individual reviewers Support in monitoring impacts,communication and project reporting
  • Building sustainable relationships with international and national partners and stakeholders
  • Coordinating short-term assignments and evaluator assignments within GIZ and relevant stakeholders.

Your Profile

Required criteria:

  • Completed university studies in economics, administration, politics, law or Social sciences or a comparable course of study
  • Several years of professional experience and in-depth expertise in the field of public procurement and in the modernisation of public administrations
  • Several years of experience in partner counselling in partner countries of the German Development cooperation 
  • Extensive knowledge of the MAPS tool; practical experience in the use of the tool as well as a successful completion of the user test
  • Strong conceptual and analytical skills as well as a high level of consulting competence
  • Excellent communication and intercultural skills, diplomatic skills in building and maintaining relationships with partners at international and national level,
  • Organizational talent and team player
  • Ability to work independently
  • Fluent in English

 

Desirable criteria:

  • Knowledge of German as well as knowledge of Spanish and/or French is desirable

Willingness to travel regularly on business is required.
