GIZ International Services is implementing the EU-funded tender „EU-China Cooperation on Environment and Green Economy”.
The overall objective (Impact) to which this action contributes is to promote the external dimension of the European Green Deal and progress towards the Paris Agreement targets.
The specific objective (Outcome) of this contract is to improve the level playing field between the EU and China on environmental requirements through reinforced EU-China policy dialogues and technical cooperation in the field of environment and green economy. It should also help strengthen the EU’s leadership by promoting the EU’s approach to tackling environmental problems, and to environmental regulations.
Your tasks
The Key expert 1 will be the primary contact for the Contracting Authority. She/he will act as the Team Leader (TL) and is expected to take overall responsibility for effective and efficient implementation of the various components of the project, in coordination with other experts. Furthermore, she/he shall ensure coordination with the Contracting Authority and other stakeholders of the project. The TL will work closely with key target groups and stakeholders, under the authority of the EUD.
The main tasks assigned to the TL are (not exhaustive list):
- Overall responsibility to oversee the implementation of project activities
- Coordinate and supervise technical tasks assigned to the team of experts
- Monitor policy and technical development in relevant sectors and provide regular update to the EUD
- Maintain close cooperation with European and Chinese interlocutors
- Strategic planning and reporting, notably the OWP and AWPs and technical reports
Your Profile
Qualification and skills
- University degree at Master’s level, attested by a diploma, in a discipline relevant to this assignment, such as environmental science/engineering, environmental law/economics, environmental policy/management, climate change, international development, etc. Or, in the absence of Master’s degree, an undergraduate degree with additional 5 years of relevant professional experience on top of the 10 years of post-graduate general professional experience required below (15 years’ experience in total).
- Proficiency in English (oral and written), at least at CERF-level C1 to be demonstrated by certificate or by past relevant experience.
- Excellent reporting and communication skills.
General Professional experience
- Minimum 10 years post-graduate experience2 in a subject/area relevant to this assignment, such as environment, climate change, green economy, etc.
- Minimum 5 years working experience in project management in the public and/or private sector as a team leader or assuming equivalent role.
Specific professional experience
- Preferably at least 10, but minimum 5 years of professional experience working on international policy agenda in relevant field such as environment, climate change, green economy, etc.
- Preferably at least 8, but minimum 5 years of experience of leading technical assistance teams in implementing assignments of similar nature, i.e.to support policy dialogues and cooperation, with extensive engagement of public and private stakeholders.
In addition to the minimum requirements described above, the following assets apply. The assets will not form a basis for the rejection of an offer but will be used to further assess the strengths of a key expert that meets the minimum requirements:
- Good knowledge, backed up by academic and/or professional experience, of EU and/or EU Member States’ environmental cooperation with third countries, preferably with China.
- Previous experience working in/on China with engagement of relevant stakeholders in public and private sectors in the context of international cooperation.
- Knowledge of Chinese language, at least at CERF-level A2 to be demonstrated by certificate or by past relevant experience.
- Knowledge of EC procedures, in particular related to service contracts.
Location information
The TL is expected to work full-time (220 working days per year) during project duration until March 2028.
At least 80% of the time should be spent in the operational base of the project, i.e. Beijing, China.
