Our Offer

The Civil Peace Service (CPS) is a program for violence prevention, civil conflict transformation and peacebuilding.

In the Philippines, CPS advisors support civil society and state actors in the implementation of initiatives that contribute to inclusive and sustainable peace in Mindanao. This includes strengthening processes and structures for non-violent conflict transformation, providing safe spaces and platforms for dialogue and exchange, and working with local media professionals to foster conflict-sensitive media work. Disadvantaged population groups, especially women, young people, indigenous peoples and people affected by displacement, are supported in bringing their interests and needs into the peace processes in Mindanao. 

The advisor for IP rights and local governance works closely with his/her national colleagues in accompanying the Mamanwa IP communities as well as the non-governmental organization SEDMFI working with local government units. S/He supports the implementation, monitoring and development of the “Caraga” strategy, to strengthen Mamanwa communities to cope with their various challenges and increase their political participation.

Your tasks

  • Accompaniment and advisory support to indigenous Mamanwa communities and SEDMFI to strengthen their cooperation with local government institutions
  • Development of context analyses and facilitation of participatory planning processes for the joint implementation of activities with partners, taking into account standards on gender, conflict sensitivity, and a human rights–based approach
  • Strategic advisory support to partners and the CPS team for the further development of the cooperation strategy and for strengthening the strategic capacities of indigenous communities
  • Facilitation of an IP exchange platform to strengthen indigenous rights, networking, and the connection of the Mamanwa with national and international networks to promote the rights of Indigenous Peoples
  • Conceptualisation of inclusive safe spaces for dialogue and non-violent conflict transformation between actors with conflicting positions and interests in the context of the Caraga region
  • Design and facilitation of participatory monitoring and learning processes with partners, as well as internal CPS learning and knowledge management processes
  • Participation in individual and team-based supervision and reflection processes

Your Profile

  • An academic background in Social or Political Sciences or related fields, with a focus on Peace and Conflict Studies or Human and Indigenous Peoples’ Rights
  • Sound knowledge of key concepts, approaches and methods in peace building and empowerment processes, Human Rights and Indigenous Peoples Rights
  • Several years of experience working with Civil Society Organisation in peace building, and/or strengthening Indigenous Peoples rights
  • Proven experience working with local government institutions and experience in peer learning/peer exchange processes and multi-stakeholder platforms is a plus
  • Living and working experience in Southeast Asia, particularly in the Philippines, is a strong asset
  • High capacity for self-reflection, cultural sensitivity and excellent communication skills
  • High tolerance for ambiguity and frustration, and strong flexibility are essential
  • Fluency in English

Living Situation in Surigao City:
Surigao City is a mid-size city of roughly 200.000 inhabitants. With its relaxed, small-town atmosphere, it offers a peaceful contrast to larger cities. The main language spoken is Surigaonon or Tandaganon. English is understood but not widely used. The safety and security situation in Surigao City is generally good. In relation to climatic conditions, Surigao only has wet and dry seasons. The city’s location, fronting the Pacific Ocean on the eastern side, makes it vulnerable to typhoons. Strong typhoons particularly cause floodings and occasional swelling of sea water level. Weather disturbances cause power interruptions - including internet connections and/or cellular phone signals, and also water cuts.
