In the context of an ongoing tender procedure, GIZ International Services is looking for a Team Leader / Legal Expert (m/f/d) for the EU-funded project "Support to Ukraine's Ministry of Energy on Renewable Gas Policy and evaluation of Gas Infrastructure" in Ukraine. 

The overall objective to which this action contributes is to enhance Ukraine’s energy security and independence while supporting the implementation of reforms in Ukraine’s energy sector in accordance with the EU’s energy acquis and Ukraine’s commitments under the Energy Community Treaty, including obligations for the candidate country. 

The Team Leader will have overall responsibility for the management of the project activities and coordination of the work of other experts (including non-key experts) and for proper reporting to the Contracting Authority and Project Steering Committee. The Team Leader will lead the daily operations of the project and will also provide substantial technical input for the planning and co-ordination of the activities. 

Your Profile

Qualifications and skills

Minimum requirements: 

  • At least a Master degree (or equivalent) in Law or a bachelor degree in the same field(s) plus at least 880 full-time working days of relevant professional experience.
  • Advanced English language skills of at least C1 (understanding, speaking, writing in accordance with the Common European Framework of Reference for Languages (CEFR)) required. 
  • Asset: A good command of Ukrainian of at least level B1 (understanding, speaking, writing in accordance with CEFR). 

 

General professional experience

Minimum requirements:  

  • At least 2.200 full-time working days of professional experience in the energy sector. 

 

Specific professional experience

Minimum requirements:   

  • At least 1 000 full-time working days of professional experience with regulatory and legal frameworks relating to gas transmission, hydrogen and renewable gases to achieve compliance with the EU energy acquis.
  • Proven management experience as team leader or programme coordinator (or equivalent) in at least two (2) technical assistance projects each of minimum 12 months’ duration, or at least 440 full-time working days of management experience in the gas or renewable energy sector.
  • Asset: Experience conducting the legal gap analyses and proposing amendments for approximation of Ukraine legislation in line with EU acquis. 

The project will be implemented mainly in Kyiv (Ukraine), remotely and on-site. 

Please note that the requirements above are set by the European Union and are to be considered as minimum requirements unless otherwise stated.

The intended start date is 01 May 2026 and the period of implementation of the contract will be 36 months from this date. 

This position is suited to a 84% part-time position (based on the Terms of Reference provided by EU: 550 working days throughout 36 months of implementation are foreseen).
