Civil Peace Service (CPS) Advisor (m/f/d) for Planning, Monitoring & Evaluation (PME)

The Civil Peace Service (CPS) is a global program for violence prevention, civil conflict transformation, and peacebuilding. In cooperation with civil society and government partners, the CPS in Northern Iraq advises governmental and non-governmental institutions and organizations on dealing with the past violence, expanding psychosocial support measures, promoting intercultural dialogue to reduce prejudice, and networking actors at local, national, and international levels. The PME Advisor is responsible for implementing the PME system in alignment with CPS Global Program standards, coordinating closely with the CPS Program Coordinator, and preparing inputs for Global Program monitoring.

• Advise and support the CPS Program Coordinator in ensuring context- and conflict-sensitive, coherent, and impact-oriented implementation of the CPS program
• Advise and support the Program Coordinator in developing, updating, and monitoring the Joint Country Strategy (TLS), ensuring alignment with CPS objectives
• Prepare reports, portfolio outlines, and project proposals in line with the quality standards of the Federal Ministry for Economic Cooperation and Development (BMZ)/EG, GIZ, and CPS; Develop recommendations for program steering based on monitoring results
• Support strategic and operational planning, implement impact-oriented monitoring, and integrate cross-cutting issues such as conflict sensitivity, human rights, and diversity/intersectionality
• Advise and support partner organizations in participatory PME and reporting for joint measures, ensuring the use of suitable tools, clear roles, and adherence to CPS Global Program and GIZ standards
• Systematize PME findings, document good practices, and channel lessons learned into internal and external learning processes; 
• Manage knowledge in accordance with CPS Global Program requirements and contribute to knowledge sharing within CPS partners, CPS structures, GIZ platforms, and the CPS Consortium
• Coordinates PME related tasks among the team
• Act as a point of contact for CPS during the coordinator's absence 

• University degree in Social, Political, or Cultural Sciences, or a comparable professional qualification, preferably with a focus on Peace and Conflict Studies 
• Several years of professional experience in planning, monitoring and evaluation, preferable in peacebuilding and conflict transformation  
• Expertise in conflict-sensitive approaches and participatory methods 
• Experience in training, facilitation, and adult learning 
• Excellent communication, advisory, and interpersonal skills; strong self-organization, strategic thinking, and intercultural competence 
• Strong ability to work in a team
• Willingness to undertake frequent business trips within the project region (e.g. Dohuk, Sulamaniya, Ninevah); Work experience in Iraq or the region is desirable 
• Fluent in German and English; Knowledge of or willingness to learn Kurdish is an advantage
