GIZ International Services (InS) is an integral division of GIZ. We offer the experience, the regional and technical know-how of GIZ in the global market and provide international clients with expertise in terms of economic and result-oriented services.

GIZ International Services is preparing for the EU-funded tender: „Technical Assistance Facility – Support to South Africa’s Just Energy Transition (JET South Africa)". The Overall Objective (Impact) of this Action is to promote a just and sustainable energy transition in South Africa.

The Specific Objectives (SO) of this action are to:

1. Improve policy and regulatory framework for a just energy transition.

2. Enhance the effectiveness of the TVET system in matching skills to just energy transition, with a particular focus on those most affected by the transition.

3. Enhance the effectiveness of financing instruments for the creation, transition, upscaling and development of SMMEs active in green economy value chains or willing to invest in low carbon production processes.

Your tasks

The expert will provide technical assistance in the areas of energy policy, regulatory and institutional reform, with a focus on electricity market integration, renewable energy, and energy efficiency in developing and emerging economies. The position includes advising public institutions, regulators, and private stakeholders on strategies, investment planning, and policy reforms, with particular attention to just energy transition processes. 

Your profile

Required criteria

 

Qualifications and skills

  • At least a Master’s Degree (or equivalent) in Electrical Engineering, Energy Economics, Energy Policy, or a closely related field. In the absence of a Master’s degree, a Bachelor’s degree in the above fields combined with at least 5 additional years of relevant professional experience will be accepted.
  • Excellent knowledge of energy sector governance, power system operations, and policy reform issues in developing or emerging economies
  • Fluency in both oral and written English to a C1 level of proficiency based on the Common European Framework of Reference for Languages. This can be demonstrated either by specific qualifications or by past work experience in English.
  • Advanced written and oral communication skills 
  • Advanced IT skills

 

General professional experience

  • At least 10 years of professional experience in the field of energy 
  • Experience in leading or participating in multidisciplinary teams within complex energy reform or investment projects.
  • Experience in advising public institutions and regulators on policy, legal, or institutional changes.

 

Specific professional experience

  • At least 7 years of experience in providing technical assistance in the policy, institutional and regulatory framework of the energy sector (e.g. electricity codes, tariff policies, renewable energy and/or energy efficiency regulation and support schemes, electricity planning, energy integration), of which at least 2 years in Africa
  • At least 5 years of experience in mobilizing, planning, and implementing investments that strengthen the electricity sector of developing and emerging countries
  • At least 3 years of experience in providing technical assistance to support private sector participation in renewable energy or energy efficiency projects
  • Experience in at least 2 projects focusing on Just Energy Transition

 

Desirable criteria: 

  • Experience in engagement with private sector and/or implementation of PPP projects
  • Experience as an expert providing technical assistance embedded in a public or regulatory institution 
  • Experience with EU-funded projects or projects funded by other donors 
  • Knowledge of the Southern African energy context, preferably with professional experience in South Africa
