General Introduction: 

The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a global service provider in the field of international cooperation for sustainable development. Owned by the Federal Republic of Germany, GIZ has over 50 years of experience in providing technical assistance, capacity development and project management services for a wide variety of specialized development areas, including education, health, governance, public finance management, agriculture, social development, gender equality etc. 

In February 2024, GIZ was selected as Grant Agent for the Global Partnership for Education (GPE) in Mozambique. GPE is a major multilateral fund supporting education systems in developing countries by improving access to quality education, strengthening systems, and promoting equity.  

GIZ assists Mozambique’s Ministry of Education and Culture (MEC) in implementing the GPE System Capacity Grant (USD 3.3 million), the System Transformation Grant (USD 107 million), and the Girls’ Education Accelerator (USD 10 million). The majority of funds are channeled through FASE, the multi-donor education sector financing facility for education, governed by a Memorandum of Understanding between MEC and contributing partners (France, Portugal, Ireland, UNICEF, Canada, among others).  

The World Bank has been providing fiduciary oversight for the FASE fund. As of January 2026, GIZ will take over this role. However, due to the World Bank's withdrawal from FASE, GIZ is starting to gradually step in to ensure continuity, especially for multi-annual procurements extending beyond 2025. 

 

Your tasks

The Fiduciary Oversight Specialist will coordinate and provide technical support to a small team to ensure GIZ’s fiduciary oversight responsibilities are met.   

Key tasks include: 

  • Reviewing annual FASE procurement plans for alignment with activity plans. 
  • Advising on, reviewing and approving of the MEC’s procurement processes exceeding defined thresholds. 
  • Design, organize and oversee the implementation of ad-hoc reviews and checks of below-threshold procurement processes. 
  • Supporting MEC in updating procurement plans in the e-SISTAFE State Assets Module. 
  • Monitoring the implementation of fiduciary risk mitigation plans. 
  • Introducing and supporting a digital procurement monitoring system, including training. 
  • Supporting public financial management reforms, including e-procurement. 
  • Overseeing FASE-funded activities to ensure proper environmental and social risk management. 
  • Coordinating with GIZ HQ, preparing reports for GPE, FASE donors, and internal GIZ units. 
  • Participating in relevant working groups, such ason institutional development and financial management.  
  • Providing technical expertise to the fiduciary oversight sub-team and coordinating with other programme components. 

Your profile

The ideal candidate will have a strong background in public financial management and procurement, with experience in international development projects
 

Required: 

  • Master’s degree or equivalent in economics, finance, procurement, public administration, law, business administration, or related field
  • Fluency in Portuguese and English
  • In-depth knowledge of procurement cycle management, public financial management, and fiduciary compliance. 
  • Experience in procurement process verification, process improvement and advisory
  • Ability to train, mentor, and build capacity of staff. 
  • High proficiency in digital tools and procurement management systems
  • Strong interpersonal and negotiation skills for engaging with ministries, provincial governments, and donors. 
  • 10 years of experience in public procurement verification, or financial oversight, ideally in government institutions or donor-funded projects (World Bank, UNICEF, EU, etc.), with 1) Designing and managing procurement systems and compliance with safeguards, 2) Reviewing and supporting complex procurement processes, 3) Monitoring fiduciary risks and implementing mitigation measures, and 4) Supporting digital procurement reforms (e.g., e-procurement systems).  
  • Understanding of public procurement regulations and working with procurement plans at central and provincial levels in Sub-Saharan Africa. 
  • Experience providing technical assistance to ministries, preferably in education or public finance. 
  • 7 years of experience in monitoring fiduciary risks and implementing mitigation plans. 
  • Experience in producing high-quality reports and analyses for different audiences.  
  • Experience in high-level stakeholder dialogue and facilitating strategic discussions. 
  • Experience in working in international and interdisciplinary teams

 

Desired: 

  • Proficiency in German. 
  • Experience in Mozambican education or public finance sector. 
  • Experience in fiduciary oversight of pooled funding mechanisms (e.g., basket funds, budget support). 
  • Experience in organizational learning and capacity building in international development. 
  • Experience leading or providing technical guidance to smaller teams
