Job description

La GIZ met en œuvre, pour le compte du ministère fédéral allemand de la Coopération économique et du Développement (BMZ), une mesure bilatérale de coopération technique visant à renforcer le système de conseil et de formation agricole (PASSIP), ainsi qu’une mesure nationale cofinancée par l’UE dans le cadre du programme global "Renforcement des femmes pour des zones rurales résilientes" (WE4R) au Mali.

Le PASSIP vise à mettre en œuvre des méthodes agroécologiques innovantes afin d’accroître la productivité et d’améliorer la sécurité alimentaire des producteurs agricoles dans des sites irrigués sélectionnés. Le programme global s’inscrit dans l’approche des "3R" de la politique féministe de développement, visant à renforcer les droits, l’accès aux ressources et la représentation des femmes. Il met notamment l’accent sur l’amélioration de l’accès à la terre, l’utilisation durable des ressources agricoles, la promotion de l’emploi féminin et l’entrepreneuriat agricole des femmes. Les deux projets sont mis en œuvre de manière étroitement coordonnée.

En tant que responsable de composante, vous assurez la direction technique et managériale des mesures, avec un accent particulier sur l’agriculture irriguée et les services nationaux de conseil (PASSIP), ainsi que le soutien aux femmes dans la gestion des ressources foncières à travers l’approche "3R" (WE4R).

Your tasks

  • Assurer la responsabilité de mise en œuvre de la mesure pays du programme global WE4R au Mali ainsi que la responsabilité de certains volets du projet PASSIP.
  • Assurer le leadership disciplinaire et technique du personnel du projet conformément à la vision de leadership de la GIZ et promouvoir une culture de management respectueuse.
  • Assurer la gestion du contrat conformément aux exigences de qualité, la rédaction de rapports et la conception/mise à jour du système de suivi des effets des projets.
  • Gérer l’administration et les finances des projets en collaboration avec l’unité de services du cluster (UdS).
  • Représenter les deux projets dans le cadre de la coopération allemande au développement ainsi qu’auprès des autres bailleurs de fonds au Mali, avec une coordination étroite avec la délégation de l’UE.
  • Diriger le conseil technique aux partenaires maliens et la coopération avec les institutions partenaires locales et nationales, ainsi qu’avec les partenaires de mise en œuvre (KfW, CIFOR/ICRAF).
  • Assurer les contributions du projet national aux priorités globales des partenaires du programme global (UNCCD, CBD, UNFCCC), le reporting à l’unité de pilotage ainsi que le traitement des demandes de la GIZ centrale et du BMZ.

Your profile

Profil requis:

  • Diplôme universitaire en sciences agronomiques, sciences sociales, économie, géographie ou dans un domaine liés à la coopération au développement.
  • Expérience professionnelle de plusieurs années dans la coopération internationale dans les domaines de l’agriculture, du développement rural, de la gouvernance foncière et de la gestion durable des terres, y compris les questions liées au genre.
  • Expérience confirmée dans l’agriculture irriguée, le conseil et la formation agricoles, ainsi que dans la promotion du rôle des femmes dans la gestion des ressources foncières.
  • Expérience dans la mise en œuvre de plateformes multi-acteurs nationales et régionales, en collaboration avec des organisations de la société civile, avec une sensibilité au contexte politique.
  • Très bonne connaissance de la gestion de contrat, des instruments, processus de gestion de projet et des standards de qualité de la GIZ.
  • Une expérience dans la mise en œuvre de projets cofinancés par l’UE serait un atout.
  • Excellentes compétences en organisation, engagement, fiabilité, esprit d’équipe, communication, sensibilité interculturelle, expertise en genre et diplomatie.
  • Capacité à penser et agir de manière stratégique et analytique, esprit de synthèse.
  • Maîtrise du français, de l’allemand et de l’anglais (niveau négociation).
