Job description
With extensive solar and wind resources at its disposal, Tunisia has great potential for producing electricity from renewable energy sources. In its solar plan, the Tunisian Government committed to expanding the use of renewable energy. The project improves the framework conditions for more intensive involvement of the private sector in the implementation of the Tunisian solar plan by independent power producers (IPPs). By providing needs-based advice at the level of the Ministry of Energy (MIME) and the electricity utility (STEG), the project lays the foundations for private sector-led renewable energy (RE) power generation and accompanies the tender rounds of the concession regime for this purpose. The various actors are supported and accompanied in the planning, approval, construction, grid integration and operation of the first IPP projects.
Your tasks
- Providing advice on the technical, conceptual, and organisational implementation of the project “Up-Scaling of Private Sector Investment in Renewable Energy in Tunisia (APST II)"
- Advise the relevant partners in Tunisia and other Tunisian stakeholders on renewable energy, grid integration, private sector investment in RE and energy policy
- Strengthen the Tunisian Ministry in charge of energy on technical, conceptual, and strategic aspects in the implementation of the concession regime for private sector led RE power generation
- Advise on the development of large-scale renewable energy in Tunisia as well as knowledge management for GIZ
- Steer and accompany the implementation of work packages including their planning, steering and monitoring
- Organize data collection, monitoring and evaluation of the project's progress
- Steer impact communication and reporting to GIZ stakeholders and the donors
- Manage the technical support of national and international consultants as well as quality assurance of work results
Your profile
Mandatory Requirements
- In-depth knowledge of renewable energies in particular of Photovoltaic and Wind
- Experience in negotiating Power Purchase Agreements and good knowledge of industry standards and bankability and financing requirements of renewable energy projects
- Business fluent in French and German
Desirable Requirements
- Engineering degree or equivalent social science/natural science degree in energy, economics, business administration or comparable studies with focus on energy
- Several years of work experience in the private sector in the field of renewable energy project development and implementation or the public sector in renewable energy policy design
- Ability to work on the political stage and to engage with the private sector as well as good instinct for technical advice
- Ability to work in a team, social and intercultural competence
- good knowledge of English
