Job description

The TEI MAV+ works in close collaboration with African Union, particularly Africa Center for Desease Control (AfCDC) and Partnership for African Vaccine Manufacturing (PAVM). As implementation partner for the Team Europe Support Service (TESS) of the TEI MAV+ the GIZ is supporting the PAVM through hiring professionals to work within the PAVM secretariat to drive the continental vaccine manufacturing agenda forward along the eight bold programs. The PAVM taskforce defined eight bold programs to support the vaccine manufacturing ecosystem and continental strategy including regulatory strengthening, market design and demand certainty, access to finance, technology transfer and IP, infrastructure, research & development, and talent development. 

Your tasks

  • Ensure that the Africa CDC Technology Transfer program is fully operationalized
  • Provide technical expertise to the PHAHM team on vaccine and pharmaceuticals manufacturing in the areas of technology transfer & intellectual property
  • Facilitate the coordination of partners and stakeholders supporting vaccines and other health products technology transfer to African manufacturers; design and implement a technology transfer support mechanism for African manufacturers; facilitate program management operational plan of Tech transfer & IP bold program
  • Develop technical report on tech transfer status, including gap analysis, resource requirements, and progress update regarding tech transfer initiatives in the continent; report on implementation progress of Technology transfer bold program to PHAHM leadership and stakeholders
  • Foster and take lead in activities related to coordinating PHAHM Technology transfer activities on the African continent; ensure that PHAHM activities are contributing to the overall Africa CDC manufacturing agenda
  • Provide technical advice to vaccine and other health products manufacturers, Member States and National Regulatory Authorities as needed
  • Provide training on technology transfer and other aspects of manufacturing as needed
  • Coordinate the drafting of key documents (e.g., presentations, technical design document, proposals, briefing notes, and progress monitoring) for internal and external meetings and publications; review, evaluate papers, concepts and proposals related to vaccine, therapeutics, and diagnostics manufacturing technology transfer projects
  • Represent PHAHM and Africa CDC in continental and international vaccine conferences and events, as needed
  • Build and maintain effective relationships with member States, manufacturers, international organizations, and other partners, which will support the strategic and operational priorities of Africa CDC

Your profile

  • Bachelor’s Degree or Masters Degree in Pharmaceuticals, Biomedical Sciences, Biotechnology, or related field, and many years of relevant experience in manufacturing technology transfer; a PHD is preferred
  • Demonstrable experience in vaccine biologic, or pharmaceuticals manufacturing and technology transfer projects
  • Demonstrable technical expertise and experience in the development of policies and processes for manufacturing technology transfers; proven experience working in health products manufacturing technology transfer
  • Proven experience in presenting oral communication in international congresses, conferences, and seminars in the vaccine sector and or pharmaceutical manufacturing sector
  • Demonstrable experience of the vaccine manufacturing industry, including regulatory frameworks, technology transfers and talent development
  • Familiarity with fostering a network of regional entities to assist health products manufacturing; good knowledge of proactive multi-actor partnership building / coordination and knowledge management / sharing
  • Coordination and management abilities and experience; being pro-active and solutions-oriented with initiative to achieve desired outcomes
  • Ability to apply effective leadership and interpersonal skills through use of strategic thinking, team and project leadership, decision-making skills
  • Excellent technical writing skills, and skills in translating highly technical information into presentations, briefings and report and funding proposals for both technical and high-level audiences
  • Business fluent in English, other languages of the African Union are a plus
