Job description
The sector programme "Good Financial Governance" (SP GFG) advises the Federal Ministry for Economic Cooperation and Development (BMZ). The Procurement Reform Facility (PRF) of the European Procurement Partnership (EuPP) is implemented within the framework of the SP GFG in close and collaborative partnership with Expertise France. The EuPP is financed by the European Commission, France, the Netherlands, and Switzerland. The EuPP aims to promote reforms in the field of public procurement in selected partner countries and to implement activities in this area. The PRF provides funds for the assessment of public procurements according to the Methodology for Assessing Procurement Systems (MAPS) and the support of reforms of public procurement systems in selected partner countries.
Your tasks
- Planning, management, implementation, coordination and monitoring of activities and measures as well as the functional guidance of staff members of the Procurement Reform Facility (PRF)’s management team in close cooperation with Expertise France (implementing partner) and the Agence Française de Développement (EuPP secretariat)
- Development of concepts and strategies for implementing the PRF; acquisition and processing of requests from partner countries
- Technical advice to local partners at national and sub-national level on reforms in public procurement and administration, including application of the MAPS tool and its supplementary modules
- Planning, management, implementation and monitoring of financing contracts and assignments of consultants
- Responsibility for reporting and communication of the PRF
- Contributions to the SP GFG’s reporting to its commissioners
- Establishing sustainable relationships with international and national partners and other stakeholder organisations, including promotion and representation of the PRF at international events
Your profile
- University degree in economics, public administration, politics, law or social sciences or comparable studies
- Several years of professional experience and sound expertise in the area of public procurement and in the modernisation of public administrations
- Several years of experience providing advisory support to partner institutions in developing countries
- Experience in and knowledge of the sustainable design of procurement systems, especially with regard to gender equality, are desirable.
- Comprehensive knowledge of the MAPS tool; practical experience in the application of the tool and successful completion of the MAPS certification exam are desirable
- Strong conceptual, analytical, and advisory skills
- Excellent communication and intercultural skills, diplomatic skills in establishing and maintaining relationships with partners at international and national level; frustration tolerance, organisational talent, and team player. Ability to work independently, even under time pressure
- Advanced proficiency in English; knowledge of German and French or Spanish is desirable
