Job description

Your tasks

The Team Leader will assume overall responsibility for management of the team of key and non-key experts and will be responsible for day-to-day management of the assignment and coordination of the activities between the key stakeholders. The Team Leader will supervise and coordinate the team mobilised for the production of deliverables, ensure quality management and timely corrective action as required.


In addition, the Team Leader (TL) will be a senior inclusive finance specialist and will assess the market and identify the optimal TA structure to improve financial inclusion in the two countries and deliver expert support to the beneficiaries.

 

The position is expected to be full time for a period of 5 years. 

Your profile

Qualifications and skills

  • University degree, preferably in Business Administration, Economics, Finance, Banking, or related field
  • Fluency in spoken and written English
  • Working knowledge of Ukrainian will be considered an advantage

 

General professional experience

  • 15 years professional experience in inclusive finance and support to MSMEs
  • Good team management skills as evidenced by at least 5 years in a management or leadership role

 

Specific professional experience

  • Experience of working in a key expert / team leader role on an similar IFI/donor financed multi beneficiary TA programme in the past 8 years; Previous experience working on EIB TA programmes would be an asset
  • 5 years practical experience in the provision of technical assistance and/or capacity building activities to inclusive finance providers such as microfinance institutions and/or banks, including conducting needs assessments and developing subsequent action plans
  •  Experience in the inclusive finance sector in the Eastern Neighbourhood countries, preferably Ukraine 

 

Shared Key Experts requirements

  • In addition to the profile requirements defined above, the TL and Financial Inclusion Expert should jointly (one and/or the other) fulfil the following requirements
  • Experience in supporting inclusive finance providers to mainstream sustainable/green finance, such as green product development, sustainability reporting, climate risk assessments/matrix building etc).
  • Experience in promoting access to finance for more vulnerable groups notably women, refugees/IDPs, veterans, youth, rural populations etc. (e.g. product development or adaptation)
  • Experience is supporting stakeholders in the context of EU accession

Location information

The Consultant will be mostly based in Ukraine and Moldova. Regular travel throughout the two countries is also required in order to cover the activities outlined above. Regular travel to Luxembourg is expected.

Remote working will also be considered as deemed appropriate by the Consultant and upon prior approval by the EIB.

The intended start date is December 2024 and the period of implementation of the contract will be 60 months from this date.
