The Ukraine Local Empowerment, Accountability and Development Programme (U-LEAD with Europe) has supported the decentralisation reform in Ukraine since 2016 and has now entered its second phase. It will continue with full-scale support to the decentralisation process in Ukraine, which has been ongoing since 2014. This process includes an amalgamation process of municipalities and the devolution of functions and tasks to the new and larger local governments. U-LEAD supports all elements of the reform including policy development, new legislation and capacity development. U-LEAD Phase II is funded by the EU and some member states including Germany and Denmark. It is managed by GIZ with its main office in Kyiv and Regional Offices in all 24 regions in Ukraine.

Your tasks

  • Support the work within all four result areas of U-LEAD
  • Integrate experience and good practices from Denmark as well as from other EU countries
  • Support and work closely with Ukrainian stakeholders on all levels
  • Facilitate a Twinning Cooperation with a Danish municipality and Ukrainian regional associations
  • Ensure that experiences from these activities are shared and spread through U-LEAD’s capacity development programmes
  • Ensure actively that other relevant Danish and European experiences are contributing to U-LEAD’s result areas.
  • Conduct training and capacity development activities
  • Coordinate with the Danish partners, the Danish embassy, the Danish Ministry of Foreign Affairs, and different EU Institutions

Your profile

  • Proven expertise from the municipal sector in Denmark
  • Ability to promote and represent relevant Danish experiences in a multicultural setting
  • International experience and solid knowledge of municipal systems in other countries and municipal reform processes
  • Experience in capacity building, project management and change management
  • Managerial and leadership skills
  • Diplomatic skills and political sensitivity
  • Ability to work independently and in teams
  • Fluency in English and Danish (knowledge of Ukrainian and/or Russian a distinct advantage)
