GIZ International Services is preparing for the EU funded project “Support to Parliamentary Development in Pakistan”. The overall objective of the programme is to support the consolidation of parliamentary democracy in Pakistan. 

The purpose (outcome) of the project is to contribute to sustainable institutional strengthening and operational and technical capacity for improved performance of the federal parliament (the National Assembly and the Senate) and of the Provincial Assemblies. To achieve its purpose, the project will work across the following three result areas (outputs) to achieve:

  • Enhanced legislative, oversight, budgetary and representation functions;
  • Strengthened capacity for administration and support services; and
  • Facilitated inclusive parliamentary processes and capacity building to end poverty and hunger and promote good health wellbeing and quality education.

Your tasks

  • Provide the overall leadership to the technical assistance team to achieve the overall objective and results of the project.
  • Support the EU Delegation, the Senate and Assemblies’ stakeholders and the technical assistance team in achieving the overall objective, purpose and results of the project.
  • Lead the technical assistance team in assisting, supporting and building the capacities of the National and Provincial Assemblies and the Senate to strengthen the identified parliamentary functions and the performance of the Assemblies.
  • Be responsible for the overall project coordination and execution, including (but not limited to)
    • supervision of professional staff and experts,
    • establishment and review of programmatic and budgetary priorities,
    • submission of required work plans and reports,
    • communication and coordination with all stakeholders.
  • Assist the EU Delegation in tasks related to the facilitation of donor coordination as well as in tasks related to the Project Steering Committee and specific working committees in the Assemblies.


Your profile

Qualifications and skills 

  • At least a Master's degree preferably in the field of social and/or political science, law, public and/or business administration or equivalent.
  • Postgraduate studies and/or specific training in subjects related to the experts' assignment under this contract is an asset.
  • Full working knowledge of English and proven excellent report writing skills. 


General professional experience 

  • At least 20 years of overall professional experience of which min 10 years in developing countries.
  • Minimum 5 years team leader experience in managing complex programmes with government authorities and/or democratic institutions.
  • At least 3 years' professional experience of working in Pakistan.
  • Experience in implementation of EU-funded Programmes.


Specific professional experience 

  • Within the 20 years of experience, minimum 5 years of specific experience in managing comprehensive parliamentary development programmes covering a wide range of parliamentary functions, including in the design, budget preparation, implementation, and monitoring of projects and programmes.
  • At least one previous assignment as team leader for EU projects preferably in the area of democratisation, good governance or human rights.
  • Good familiarity with gender issues related to democratic governance.
  • At least one previous assignment ensuring international parliamentary experience and/or exposure to international parliamentary practices.
