Job description

The Multi-Donor-Action ‘Capacity for Development (C4N)’ is a component of the ‘Knowledge for Nutrition (K4N)’ program. K4N aims to support the EC, its partners as well as the BMZ with competence and knowledge to inform nutrition-related programs and policies with evidence-based approaches and strategies. C4N is financed jointly by the European Commission (EC) and Germany (Federal Ministry for Economic Cooperation and Development, BMZ) and implemented by GIZ. C4N aims to strengthen capacities to enhance the knowledge base of the EC, EU Delegations, EU Member States and partner countries to advance the combat against all forms of malnutrition. C4N is a key element of the EC’s ‘Nutrition for Development Program (N4D)’, which underpins the implementation of the EU ‘Action Plan for Nutrition (APN)’.


Your tasks

  • Provide strategic advice on nutrition to the partners involved in C4N implementation, in line with the new European Consensus on Development, the European Consensus on Humanitarian Aid and the 2030 Agenda
  • Contribute to boosting food and nutrition security, through a multi-sectoral and multi-stakeholder approach, which integrates nutrition in different sectors, such as agriculture, social protection, health, education, water, sanitation and hygiene
  • In close collaboration with DEVCO C1 and C4N project coordinator, steer the C4N technical assistance for the revision of the 2010 EU policy framework on food security and the 2013 policy framework on nutrition, aiming to support the Commission to honor its nutrition commitments with a holistic EU approach
  • Contribute and support the development of research priorities in collaboration with relevant nutrition stakeholders
  • Contribute to the organization of the Nutrition Task force within HARDs group, to continue working together with EU Member States, to improve the coherence and effectiveness of nutrition-sensitive interventions in the EU development cooperation
  • Coordinate and communicate with the sub-grantees organizations, to seek full coherence with EU policy framework and Action Plan on Nutrition and to facilitate institutional development of multi-stakeholder processes
  • Provide a backstopping to the consultants and assess the quality of services and reports
  • On request from C4N project coordinator, act as C4N project coordinator in case of his/her absence and contribute to the elaboration of Terms of Reference (ToR) for the Teaching Assistants (TA) assignments


Your profile

  • Completed university degree with very good academic results in relevant fields e. g. nutrition, agriculture, international relations, development studies, public administration
  • Several years significant experience in technical capacity development, including a successful track-record of providing technical assistance at global and country level
  • Good understanding of aid modalities including budget support and expertise in EU policy on nutrition and/or with providing technical assistance in this field to EU Delegations is required 
  • Professional experience in covering the formulation and/or evaluation of policies and strategies and international relations in the area of nutrition
  • An excellent grasp of the linkage between all forms of malnutrition and food security/dietary quality in external aid
  • Team orientation, flexibility within a rapidly changing environment, high degree of intrinsic motivation and self-efficacy to achieve results, as well as ability to deliver goal-oriented results on time
  • Expertise in nutrition within the health, WASH, social protection and education sectors in developing countries will be considered as an asset
  • Mastery language skills in English (C2); Effective operational proficiency language skills in French (C1) is a strong asset; Working knowledge of German is an asset

This includes seminars at the Academy for International Cooperation on regional studies or on the topic of ‘Emigrating with Children’., GIZ will pay an allowance for education which will cover a significant portion of the school costs which are due. This therefore guarantees that your children will be able to attend a mainstream school where you are located and work towards completion of the Abitur (British A-level equivalent) or a qualification which is comparable to the German Abitur., If you have not yet found somewhere suitable to live when you travel to your placement, it is also possible to stay in a hotel in the short term. An allowance for hotel costs will be paid for this. For the duration of the employment abroad, GIZ will pay an allowance for rent in the place of employment.
